How Gapportunity Works
A Gapportunity does not require someone to create the gap. The gap may already exist wherever institutional action and practical consequence move at different speeds. A rule may exist before it can be enforced. An obligation may be established before it can be collected. Authority may be exercised before oversight can reconstruct how it was used.
The opportunity arises when someone recognizes that distance and discovers that the interval itself can be used. Time, delay, process, incomplete information, divided authority, or the practical cost of enforcement can preserve room in which an actor continues to operate while accountability catches up.
Nor does the existence of a Gapportunity establish wrongdoing. The underlying gap may result from legitimate protections, including due process, judicial review, appeal, or ordinary administrative procedure. The concept identifies the usable space created by the gap, not the legality or motive of whoever encounters it.
More than one actor may independently recognize and operate within the same Gapportunity without coordinating, sharing a motive, or even knowing one another. Actors may meet each other in the Gapportunity space as well. And these actors may league together.

Where Gapportunity Came From
Gapportunity was developed through the investigation that became The Trump Extraction: An Investigative Triptych. The concept emerged from the documentary record as the investigation followed the same underlying problem across very different institutional environments: what happens in the distance between authority and consequence?
